How old was your dependent on 12/31/21? Search for letme and then use the Jump to letme link from the search results. That will take you to the Education Optimizer section where TurboTax will tell you what credits you qualify for based on the information you have entered in to TurboTax. The information there may indicate the reason you are not qualifying for the credit this year.
Go back through the education section to make sure you have entered all of the details correctly. To go back through the questions, search for education and use the Jump to education link. There are two credits available, the American Opportunity Tax Credit and the Lifetime Learning Credit.
American Opportunity Tax Credit (AOTC)
You can use this credit for the first four years of college when working towards a degree.
Lifetime Learning Credit
There's no limit on the number of years you can use this credit for undergraduate, graduate and professional degree courses, including ones to improve job skills.
You say you're not getting a DEDUCTION this year. Be advised that 2020 was the last year for the Tuition and Fees Deduction (an actual deduction [adjustment to income]). But, both of the tuition CREDITS are still available for 2021.
