On the irs.gov/earned income tax credit relief plan, it says, if earned income for 2019, was greater, than 2020, you can use 2019 earned income, to figure out my earned income credit for 2020, it states; this relief was provided through the taxpayer certainly and Disaster tax relief act of 2020, is this correct????

When you go through the EIC questions in TurboTax it will ask you if you want to use your 2019 earned income instead of 2020 earned income.
Does the program ask EIC questions if the current return does not qualify for EIC (before trying to use 2019 earned income)? For example, $0 of current year earned income. Based on a few comments I've seen here, it seems like it might not.
It displays a list of several credits, one of which is EIC, and asks if you want to see if you qualify for any of the listed credits. If you say Yes, you get to the EIC questions.
Of course, you can always go to the EIC questions directly. Type eic in the Search box, then click the link that says "Jump to eic."
Either of these approaches leads to the option to use 2019 earned income, even if 2020 earned income is zero.
