If you'll look at the paper version of California's Form 3514, California Earned Income Tax Credit, you'll see that $1,000 is pre-printed in line 24, Available Young Child Tax Credit.
The $1,000 you're seeing is used in the computation of the credit, acting as a maximum credit.
Since you're not claiming the credit, just disregard the amount. It's just part of the form, anyway.
