You do not have to file a form to the payer, in Turbo Tax it will ask for the information in the Interest from Seller-Financed Loans which must be reported to the IRS with your tax return.

You can report the interest received on your return without a form. You don't need a 1099-Int from the borrower. And you do not need to give them a 1098 for mortgage interest they paid to you. They are the ones who report it on their schedule A.
