I didn't receive a 1099-SA for my 2021 HSA. I contributed the max to my HSA in 2021, and it's showing up on my W2. The Turbotax state tax section says it has accounted for the amount contributed to the HSA. I did use everything in the HSA for allowed medical expenses. I have contacted the payer and am unable to get the 1099-SA from them. I played around with trying to enter a mock 1099-SA form based on the amount I know I contributed from my W2 and it didn't change the outcome of my taxes at all. Is it OK to just proceed and file without the 1099-SA, or do I need to contact the IRS?

No, don't proceed without entering your 1099-SA if you paid medical expenses with your Health Savings Account (distribution) in tax year 2021.The IRS will be sent the form and will check your tax return to make sure you entered the information. If you don't enter your 1099-SA, the IRS will make your entire distribution taxable.
If you have online access to your HSA log on and look for year end statements, then Form 1099-SA.
