I have dependents (parents) who live outside the US, they have their US ITINs for working and paying taxes in this country for 20+years, should I claim them as dependents at work and on my yearly taxes or do I only declare them when I do my taxes?

Yes, you would be able to claim them as a dependent when you file your annual tax return. It does not matter that they live outside the US. As long as they have an ITIN and you are supporting them. In regards to your work and revising your withholdings that is typically reserved for children since the amount of tax savings is so much more for a dependent child. Your savings is $500 per parent compared to up to $2000 per child depending on a taxpayers situation (These number are subject to change based on tax law).
