You need to change the months she lived with you in 2019 to 12 months (all year). The IRS states that you need to list a child born during the year as having lived with you all 12 months.
You will need to go into the Personal Info section of TurboTax and change the months he lived with you from 11 months to 12 months. Then she will be able to receive the child tax credit.
What if it says one of your children have a disqualifying situation and they are 16? Could it be her other parent claimed her first?

It sounds like you have not filed yet. If not the disqualifying situation is in your return.
The usual place this happens is within My Info you may need to edit the info in there.
