Catastrophe Savings Account Adjustment asking for fair market value of you're principal residence?

If you aren't a home owner you don't qualify to have a catastrophe savings account.  It's a tax advantaged account used to pay insurance deductibles and damages in the event of a natural disaster damaging your home.
