My computer and backup crashed last year so I am unable to flow the 2019 return to 2020. Form 8829 of my paper copy 2019 return shows amounts under IV, Carryover of Unallowed Expenses to 2020. Can I carry the "Operating expenses" and "Excess casualty and depreciation" figures to my 2020 return even though I am not claiming Expenses for Business Use of Your Home for 2020? If so, where do I enter the carryovers?

Yes, you can. However, it will also be limited.
If you used actual expenses to figure your deduction for business use of the home in a prior year and your deduction was limited, you cannot deduct the disallowed amount carried over from the prior year during a year you figure your deduction using the simplified method. Instead, you will continue to carry over the disallowed amount to the next year that you use actual expenses to figure your deduction.
