If you mean the deduction for state and local taxes, you can only include property taxes that are based on the value of the property ("ad valorem"). If there is a fixed fee that is not based on the value of the property it is not deductible as a state or local property tax. https://www.law.cornell.edu/uscode/text/26/164 -- see (a)(2) and (b)(1)
Note that is an itemized deduction. Most people do not itemize anymore because the standard deduction is so large these days. If your standard deduction is larger than your itemized deductions it doesn't matter.
