The credit was extended through 2017 by the budget act signed on February 8, 2018. If you are thinking of installing new windows in 2018, the credit does not yet exist, although Congress could possibly extend it again.
For windows installed in 2017, the credit is 10% of the product cost only (not including installation), up to a lifetime maximum of $200 (including all past years since 2008). The windows must meet Energy Star version 6.0 standards. Check with the manufacturer; not all windows will qualify.

If you are audited, the IRS will not allow any deduction you can't specifically prove. In this case, you need to prove the cost of materials. If you choose to guess, the risk is on you in case of audit.
