If the school sent Form 1098-T and there is no US address to use (no counterpart school in US) use your address to get through the program.

The DIPAP only includes US educational institutions, but last year I saw a list of universities that were accepted by the IRS. It included my son's university and many other international universities.
It depends. It looks like the DIPAP policy may have changed. You may try to contact the US Dept of Education to ask why their policy has changed from last year to this year regarding foreign educational institutions.
The IRS and the Department of Education were not very helpful, but according to DeepSeek, my son's university is eligible for US federal student aid and therefore qualifies for the tax credits. I'm not yet sure Turbotax will be able to deal with this situation.
