Can I deduct vehicle registration in Hawaii?

To be able to deduct vehicle registration fees on a federal tax return, some portion of the fees must be based on the value of the vehicle. According to the TurboTax list of states that base their vehicle registration fees on the value of the vehicle, Hawaii is not included so they cannot be deducted.
