Yes, the amount you paid for the converted portion of the van is deductible as a medical expense on Schedule A for the year in which you paid it.  You'll enter it by following this pathway:  Federal Taxes > Deductions & Credits > Medical > Medical Expenses, then follow the prompts.

You'll arrive at the screen saying Enter Supply Expenses and you'll make your entry in the box that says Supplies and Equipment.
