No, you would not be able to deduct new windows. Those tax credits expired in 2016 and have not been reinstated.
Today, the only federal tax credits for energy efficiency improvements that remain in effect are for solar energy systems (solar water heaters and solar panels). The area of the program that covers these tax breaks is located in > Federal > Deductions & Credits, select the option to view all tax breaks > under Your Home, select Home Energy Credits.
