Can I deduct certain expenses like medical coding books/resources when filing my tax return?

Only the amount of job-related expenses that are OVER 2% of your adjusted gross income get added to your list of itemized deductions, which still must exceed your standard deduction in order to make a difference on your return.  This is kind of a hard deduction to get.  If you need to enter these, go to Federal>Deductions and Credits>Employment Expenses>Job-Related Expenses.

You asked about out of pocket medical expenses as well:

The medical expense deduction has to meet a rather large threshold before it can affect your return. The amount of medical expenses that will count toward itemization is the amount that is OVER 7.5% of your adjusted gross income. You should only enter the amount that you paid in 2017—do not include any amounts that were covered by insurance or that are still outstanding.  Of course, your medical expenses plus your other itemized deductions still have to exceed your standard deduction before you will see a difference in your tax due or refund.

To enter your medical expenses go to Federal>Deductions and Credits>Medical>Medical Expenses

Medical coding books/resources?  Are you a health care professional and you needed these for work?  Are you a W-2 employee?

Do you receive a W-2 from an employer or are you self-employed?
