Can I claim my mother as my dependent and child care provider at the same time?

Unfortunately, no. A child care provider, for purposes of the Child and Dependent Care Credit, can't be anyone that you claim as a dependent. Please see the third bullet in the TurboTax FAQ "What is the Child and Dependent Care Credit?" below.
