Blue Dot when entering an amount - why?

I get a blue dot when trying to enter medical amounts.  WHY???  I've read thru past posts which don't get rid of issue.  Is anyone from TT reading these posts and responding?  Is this a major bug in the software?

Can't efile state without being able to enter payment info.  I'm using downloaded turbo tax version not online version

Try saving and closing the return and then re-open it.      Is the problem with medical expenses or trying to pay before you file?

Trying to pay.  When I click continue and it takes me to Intuit sign on there is blue dot and when I type, nothing happens.  I can only log into intuit outside of turbo tax download.
