According to IRS Publication 503 (2024), Child and Dependent Care Expenses, the expenses must be incurred "so you (or your spouse if filing jointly) can work or look for work." Some examples of soccer program fees that would probably qualify would be an after-school training program that occurs while you are at work, or a summer camp-style program that occurs during the work day.
