Are personal property taxes on cars in VA deductible? Turbo says no under Registration Fee. Turbo does not have sufficient language under personal property tax section.

Yes...those property taxes (and only the vehicle property taxes) can be put in there. It's the DMV re-registration fees that cannot be used.

(NC residents also have the same reporting question...not sure what the VA tax forms look like)
