Adding to some of the queries, is $7500 credit available to all irrespective of the income at time if return (like during joint filing with spouse) OR there is a CAP on total taxable income for 2019 for the $7500 credit to be applicable.

There is no cap; the credit is available to all irrespective of the income.

On my 2019 tax return, I am trying to apply for my Federal Tax Credit -
Main problem - I bought a 2020 Toyota Prius Prime on Dec 7, 2019. My 2020 edition of TurboTax Deluxe doesn't allow my to choose a "2020 Toyota Prius Prime." The list of vehicles only goes up to 2019. If I try to use 2019, instead of 2020 - the program tells me -
"Your qualified plug-in electric drive must be placed in service in 2018, and the date purchased can be no later than the date placed in service"
What do I do?

Taxpayers are allowed a credit for the purchase of plug-in electric drive vehicles used for either business or personal purposes. The credit, which ranges between $2,500 and $7,500 for light-duty vehicles, varies depending on the weight of the vehicle and kilowatt hour of battery capacity.
The credit phases out for each car manufacturer when they reach a total of 200,000 electric cars sold for use in the United States.
To determine if you are eligible, click on Deductions & Credits under the Federal menu. Under Cars and Other Things You Own, choose Start/Revisit next to Energy-Efficient Vehicles. Currently, this form is not available, as TurboTax is waiting for updates on the approved vehicles. This credit is reported on Form 8936, which is estimated to become available on February 12, 2020.
