The 1095A Form I received has amounts in col. A but Col B and C show Zeros. I entered Col. A information and looked up and entered the information in col B.the (Second lowest cost silver plan premiums). Is Col C equal to the difference between Col A and Col B? I had market place health ins. for the first nine months of 2023 but went on medicade in the last three months of 2023.

No, it's not.
Column C, Monthly advance payment of premium tax credit, isn't the difference between Column A, Monthly enrollment premiums, and Column B, Monthly second lowest cost silver plan (SLCSP) premium.
CAUTION REGARDING COLUMN B: Note this text in Applicable SLCSP premium in the Instructions for Form 8962, Premium Tax Credit (PTC):
Form 1095-A, Part III, column B, generally reports the applicable SLCSP premium. If no APTC was paid for your coverage, Form 1095-A, Part III, column B, may be wrong or blank or may report your applicable SLCSP premium as -0-. Also, if you had a change in circumstances during 2023 that you did not report to the Marketplace, the SLCSP premium reported in Part III, column B, may be wrong. In either case, you must determine your correct applicable SLCSP premium. You do not have to request a corrected Form 1095-A from the Marketplace. See Missing or incorrect SLCSP premium on Form 1095-A, later.
[Bolding mine.]
I suggest you read Missing or incorrect SLCSP premium on Form 1095-A in the instructions to see if this situation applies to your Form 1095-A.
