I was not a resident of Georgia and I lived overseas the entire year but taxes were deducted for Georgia, how do I get those funds back?

I am and was a resident of the State of Washington the entire year.

When I file as a non resident, I don't receive the full refund. I get back about 60% of the total that was withheld.

You will need to file a non-resident return for GA to claim a refund for the state taxes that were withheld in error.
