You need to make it clear as to whether your husband was actually posted in NC during 2016.
IF so, and if you are claiming and retaining OH as your own state of legal residence under MSRRA Regulations, then you do not have to pay NC taxes for a W-2 job while in NC. But whether you have to file in NC or not depends on whether you filled out the proper forms with the employer to NOT have any NC taxes withheld on your NC pay.
But if you were not posted in NC, but worked in NC, then you do have to file a nonresident NC tax return for that income.
