California residency questions

TurboTax asks, as part of determining residency information, if I entered California before 2016? And if I left California before 2016? Can you clarify what these questions are trying to determine? I travel to CA frequently for work so I both entered and left on multiple occasions but I have not lived there as a resident since 2004. Should I answer "yes" or "no" to these questions?

You are correct.  These questions could just as easily say "Did you move into/out of California"? to determine if you were a part-year resident.  However, the information you provide in your question says that you are a nonresident.  You will answer "no" to these questions to fill out the nonresident return.
