Wisconsin State Taxes Unavailable to file

I am working on submitting my Federal and State returns. Federal is working fine, but State says that my Wisconsin return is unavailable to file at this time and they will email me when ready. It has said this for a few days now. What does this mean?

Please clarify the following:

1. What does the State say exactly? Does it give any reason for not filing?

2. Where do you see this message? when you try to e-file? In the Federal Review?

3. Can you give us any more detail? Did you make adjustments between Federal and State for Schedule I?
