WI state refund in 2019 but not a residence

Moved from WI to MN in 2018, but received a WI refund in 2019. Do I need to file a 2019 WI return if I had no other WI income?

No, if you did not have any Wisconsin income in 2019 you do not have to file a Wisconsin state tax return just because you received the WI refund for 2018 in 2019.
