Why is it asking me for a D-400 p1,2 form?

The system is telling me that my D-400 p1,2 form is not read and not allowing me to complete filing my state taxes. I don't think I've had one of those forms before.

If you are a North Carolina resident and file NC state tax returns then you have used the NC Form D-400 every year you have filed a NC state income tax return since the D-400 is the North Carolina Income Tax Return for residents.

I filed my fed tax on 2/5/2022 excepted same day, stated that forms were needed for NC D400 and Sch S. On 2/12/22 message from Turbo stated forms were ready to complete NC state taxes. Been trying for 5 days to file - keeps saying "Tax Year 2021 transmissions are not available." Aren"t available to print or download yet because IRS hasn't finalized some of the forms for Fed. and NC hasn't for state. That is fine, but why did I received notice on 2/12/22 saying everything was ready and when ARE they going to be ready?

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing.  It is estimated to be available on 02/24/2022
