Did you enter all your forms and information?
Make sure you entered the amount on your W-2 box 17 for state income tax withheld correctly.
I recommend that you print a copy of last year's return and make line by line comparison with your 2019 return to see what have changed.

It sounds like maybe you have just not yet gone through all of the questions yet in the Virginia state program for TurboTax. $201 matches the standard tax table calculation for Virginia (found HERE) which is what the refund calculator will default to before you enter the full state program itself to account for your individual circumstances.
Once you answer the questions for the Virginia program (after you Start the Virginia TurboTax program itself), it will adjust for the proper tax for your situation.
However, if you are a single filer with income under $11,950 you are not required to file a Virginia tax return so you can actually skip the return altogether if you do not have any withholding to be refunded - see Virginia Who Must File - HERE.
