Form HI-144 should be filed automatically with your Vermont return in TurboTax, if you have a HI-122 form. The HI-144 form determines your eligibility for the credit and must be submitted with Form HS-122.
Both Form HI-122 and HI-144 are available and supported on TurboTax.
Did you already submit your return and not see it in your documents?
I have delayed filing my Vermont return, partly because HI-144 is missing. HS-122 is there.
TurboTax seems to be claiming I am not eligible for the property tax credit, which may be true, but I am not sure. I am close to the line and I would feel a lot better if it showed HI-144 and showed me exactly how household income was computed.
You can look through these to see how it is computed.
For some reason Turbo Tax never had me fill out Form HS 144 or 122 and I filled my tax return. I live in Vermont. Why did they not do that?
How do I resolve this?
You can amend your return to include the missing forms. You can e-file your amended return also.
First, make sure you really need to amend and that your 2020 return was accepted in TurboTax Online or paper-filed through the mail. You can't amend a return that hasn't been filed yet.
When you're ready to amend, find your situation below and follow the instructions.

They should be filed automatically with your return. Certain forms are populated depending on your answers.
The HS-122 and HS-144 forms are used for the Vermont Homestead Declaration AND Property Tax Adjustment Claims. This set of forms is used to tell the state of Vermont that you live in the house you own (homestead declaration) and to ask for help paying your property taxes (property tax adjustment claim).
My state tax return, by turbo tax, and already submitted, did not include form HI-144. Why was this form omitted and what do I do now?
Yes, tax forms already filed with state without the HI122 and HI144.
Since we can't see your tax return in this forum, could you have elected another option to file your HS-122 or HI-144 in Vermont?
Per @GeoffreyG:
"If you choose to e-file your tax return, then you can "elect" (or simply choose by default) in the TurboTax software to have your Vermont claim forms (HS-122, HI-144) included with the rest of your Vermont tax return, and have everything submitted together to the Vermont Department of Taxes all at once.
That may be what you did without necessarily realizing it. To check on the tax forms and documents that you did file with Vermont, it's recommended that you look at your e-filed copy of your Vermont state return in the TurboTax timeline. If you don't already know how to do that, then this TurboTax FAQ website has mechanical instructions you should be able to follow to accomplish that: How to View a Return Already Filed.
Other options for filing Vermont forms HS-122 and HI-144 in TurboTax include an "election" to print, sign, and paper-file your Vermont property tax adjustment claim forms separately from the rest of your tax return, and still e-file the bulk (remainder) of your Vermont state tax return.
Or, you can "elect" to print and paper-file all of your Vermont tax documents, and mail them together in one single envelope to the Vermont Department of Taxes.
Any one of these options is valid, and an acceptable way to file in Vermont."
Yes - just filed today and no HI-144. Plus none of the checkboxes were completed on section B of the HS-122 form and there were no amounts in B4 thru B8. This is a problem!
