5. On the Qualifying for the Colorado state sales tax refund page, select No, if that is accurate. (You can't have been incarcerated in Colorado for 180 days or more during the tax year and qualify for TABOR.)

You're welcome. First, you need to have been a full-year resident of CO. If you were, the page is there, you need to continue to get to it. Keep hitting continue until it seems you have gone too far- past all the other credits, underpayment penalty, etc. It is one of the very last entries for CO.
Or, if you have already gone through the interview questions before, once you re-enter CO, you may get a screen that says, "Your 2024 Colorado taxes are ready for us to check." That will allow you to bypass the paging through. If you arrive at that screen, choose to edit "Other situations." On the next screen, choose "Sales Tax Refund."
