Why am I getting an Underpayment of Estimated Tax Interest on my Oklahoma return? I did not live in OK in 2017. I moved here on 7/24/2018.

What you will want to do is review that section of the return.  You should receive a question asking what your income tax liability was in 2017 in Oklahoma.  You will enter $0, and that should remove the penalty.  You will not pay a penalty this year, but you will next year if you do not pay in enough tax.  Hopefully you will have your estimated taxes arranged, or your withholdings, to ensure paying in enough OK tax.
