where can i enter 529 non-qualified distribution?

I am the account owner and need to pay tax on the distribution and the 10% penalty. how do I get turbo tax to recognize this?

You need to get the Form 1099-Q reporting the distribution from the bank that issued it. You enter that in the Deductions and Credits section of TurboTax, then Education, then ESA and 529 Distributions (Form 1099-Q).
