Turbo tax gave me a big PDF file to mail, but no instructions for New York
As far as understood, Federal parts starts with form 1040 and ends with form 8960. Then pages start having New York State emblem with “resident income tax return” “It-201”
1. Is that a place where I should split the pdf and send one to federal and other to New York ?
I've to mail, mainly because I've to write NRA for foreign spouse :(
Only instruction I see "New York state tax return was prepared using software, you MUST file it electronically."

Yes, the address information is according to this NYS link. If you filed the federal return electronically , you do not need to send federal return to the State of New York according to to this Turbo Tax source.
As far as the split, you would need to go through the pdf and separate the federal from the state return. Without looking at the return, i wouldn't know where the split is but if the return is determined to be mailed, as you go through the forms, there should be filing and mailing instructions for NYS. This where you would make the split in the pdf.

If you are a New York City resident, you are subject to the MCTMT. Without knowing any specifics about your tax return, it is difficult to speculate why these vouchers were included in your return.

I called NY IRS to ask this, they said don’t include federal portion - now I’m a bit confused
they said don’t even need W-2, 1099 or 1099-R
if I include the Fed portion, just in case, will they send it back saying it’s wrong?
It depends. According to this Turbo Tax post, if you electronically filed your federal return, you do not need to send in the federal return with the state return. I would rely on the advice given to you on the phone by the NYS representative.
If you do send in the federal with the state return, I wouldn't guarantee it will be returned to you in the mail. If you send one in, make sure you another copy handy somewhere either printed on downloaded to your computer.
