What is wrong with Bailey settlement act in NC state?

Won't let me proceed to file NC state taxes

Would you clarify the error you are seeing?  Someone may be able to assist with your specific situation.

When I got to the review state tax it came back with a error to fix the amount entered exceeds the amount for qualifying for Bailey Settlement, I am a retired U S Government Civil Service & a survivor annuitant of my spouse who was a retired U S Government Civil Service retired. I have not ever had to paid state taxes on my income from either one even before they passed away. thank you in advance for any help with this!
