What is the "Total state and local sales tax rate-1"? It says it must be entered but I don't know what to put?

We stay in Texas and I am filing state taxes in Louisiana  as non-resident.

Generally, you enter the sales tax rate on the federal return for your state of residence. 

You would add the Louisiana sales tax only if you made a substantial purchase in Louisiana, like of a car or boat.
