Each state has its own laws for residency- but both California and Arizona use DOMICILE. Domicile is based on facts and circumstances. The California Guidelines for Determining Resident Status (FTB Publication 1031) has great information you can use to help you determine which is your domicile.
You are a California resident if you are present in California for other than a temporary or transitory purpose or are domiciled in California, but outside California for a temporary or transitory purpose. An Arizona Resident is an individual who is domiciled in Arizona permanently, even if the person is out of the state temporarily.
