As you may know, Alaska is the only state with no income tax or sales tax, because of the Alaska Permanent Fund, which is financially supported by taxes on oil and gas production.

 

In addition to low/no taxes, this fund provides for a dividend each year for Alaska residents - now up to nearly $2,000 a year.

 

So where did you see this reference to the Alaska Permanent Fund?

I’ve talked to a  legal clinic and they told me to contttact a tax person and we dont have one where I live I just want to know what levies on pfd mean

I don't have much context here, but I found this document at the IRS website, talking about levies on the PFD.

 

In this context, a levy is an assessment on the fund wherein the IRS would "tax" the fund to make up for certain delinquent tax liabilities of some Alaskan residents. So, in a word, the IRS sent the PFD a bill, to cover some residents' unpaid tax.
