I've done all this but when I get to the end Credit Karma is trying to charge me 99 dollars. Isn't it supposed to be free to just do the rental rebate?
The fee is for the use of the program to complete the income tax return. If you only want to file the MN rebate do so online for free on the MN website.
Tip: You can also file your M1PR free of charge at the MN Dept. of Revenue Property Tax Refund site, and if you're a homeowner, you can e-file it through the MN DOR's Property Tax Refund Online Filing System.
So who do file on line for rent rebate?
If you have not yet filed your state return, then you may be able to file for the renter's credit when you complete your state taxes. It depends on the state. Some of them will accept it with an e-filed state return, some require forms to be mailed, some are completed on the state website, and some state's do not have renter's credit at all.
First, you will complete your federal return, then you open your state return and it pulls in information from the federal. If your state has a renter's credit, it will ask questions to see if you qualify.
This TurboTax Help article lists each state and how they handle renter's credits.

How to find if rent rebate has been approved
Can I I
I have done my 5674 form and that's all I needed to do because I am not doing property taxes
Different states offer different rent and/or property tax credits.
How they are applied for depends on the state.
Missouri State uses Form 5674 to report rent paid. This form is then attached to MO-PTC or MO-PTS and mailed.
Other states use their state tax return.
