What are my options to pay the additional $25 for filing my state taxes?
Also why is Turbo asking for $45 to file my Federal when I've already bought the Turbo Tax? It seems I cannot submit my taxes without paying?

It sounds you like needed a second state which is $45. Or you purchased TurboTax Basic, which does not include a free state.
TurboTax also charges $25 to e-file a state return. If you don't want to pay $25, you can print and mail your state return. Send your return by certified mail with proof of delivery so you have a record of filing in case the state loses your tax return.

If you only have one state return and you are being charged $45, that means you purchased the TurboTax Basic software which does not come with a free state return. If you had purchased another desktop version, those come with 1 free state, so you could have avoided the $45 fee. Double-check the version you purchased.
