Why wasn't the above referenced forms included in my tax preparation?  I have already submitted to Vt Dept of Taxes, not realizing these forms were not included.   Was automatically done with our 2020 taxes.

You do have to answer the questions in TurboTax to qualify you and prepare the forms for the Homestead Declaration and Property Tax Credit. (see below).

In Vermont, all property is subject to education property tax to pay for the state’s schools. For this purpose, property is categorized as either nonhomestead or homestead. A homestead is the principal dwelling and parcel of land surrounding the dwelling, owned and occupied by the resident as the person’s domicile.
