I have Virginia taxable income but TurboTax shows zero tax. By my calculations, the tax should be $184.00. I've thoroughly reviewed all my federal and state entries and TurboTax says there are no issues or missing data. I've updated the software and re-booted my computer.

Without looking at your return, I couldn't tell why there would be a difference. Is the tax the only thing that you don't agree with? Are you in agreement on the amount reported for taxable income? Maybe there are deductions or credits on the return that you are not factoring in.
You can view a summary of your Virginia return in TurboTax as follows:
1. Find the "Tax Tools" option on your left menu bar and click on it
2. Click on "Tools"
3. Click on "View Tax Summary"
Make sure you are in the state program section of TurboTax when you view the summary screen, otherwise you'll get the federal tax summary.
Thanks for your reply. It turns out that we're below the threshold to file/owe tax in Virginia this year. For some reason, the Forms that TurboTax provides for Virginia do not include the explanation. I only saw this when I downloaded the form from the state of Virginia. A bit frustrating. The state filing seems to be missing a lot of features. But at least I know it's correct now.
