Unable to efile for California Return few days after Federal was filed

Filed Federal a week ago and came back today to file for state. After completing all formalities and paying $25 for EFile on the last page, just as I clicked on Transmit button, it asked me to Upgrade and the Efile can proceed after the upgrade. 

After upgrade was complete, when I go back to EFile again, it takes me back to screen saying "E-File Requires Federal Return. To e-file you must also select a federal return. Click Back to select federal and any other returns you'd like to file". 

I am stuck at this page and cannot move forward.

Hi-  there are a number of threads with this and issue.  

I had logged a call with support.(as did a bunch of other users).  We  Received and email today that the issue will be resolved on March 19th.  

there should be a software update on by that date,
