However, a separate IT-203-F form must be added for, say, each individual restricted stock grant; they cannot be aggregated into a single form. This is in the instructions to the form (repeated in the UI even!).
This seems like a major issue for tax year 2021, that TurboTax does not allow entering multiple IT-203-F forms.
Ideally it would go back to the previous version (which allowed uploading hand edited PDFs) for IT-203-F, or allow adding any number of IT-203-F forms as required by tax law.
It also seems to prefill schedule A, whereas sometimes one just needs to fill out schedule B multiple times. This seems to be an issue too.
It would be helpful to have a TurboTax ".tax2021" file that is experiencing this issue.

928548 is my token number. This is only a partial entry of tax data in order to see if it would allow me to complete multiple New York IT-203-F files, which it doesn't.
The issue arises by:
in editing a New York State non-resident return,
"edit (change) each Form W-2 to allocate your New York State earnings" ->
"Select an allocation method for wages": choose "Allocate over Multiple Years" ->
done editing ->
"Multi-Year Allocation of Wages" dialog has the following problems:
x "To complete the allocation of these wages for 2021, click on the form below and enter the allocation fields for the wage amount on line 1c". Firstly, line 1c is for Schedule A, whereas my wage type (restricted stock grants) require filling out Schedule B instead. Schedule A should not be filled out by me
x It is literally not possible to fill out Schedule B multiple times in the UI, one for each restricted stock grant. In my 2020 tax return, I had to fill out Schedule B 12 different times, one for each stock grant made to me while a New York resident.
You are correct. TurboTax Online does not allow multiple NY IT-203-F forms to be input for 2021. We understand the inconvenience, but you can, however, switch to TurboTax Premier Desktop and file multiple forms with no problems.
In TurboTax Desktop to enter more Schedule B forms you only need to complete one and then scroll down to add another.

This other forum thread regarding IT-203-F seems to indicate that there are still issues with the desktop Mac Premier version at the least when creating multiple Schedule Bs, which is the version that I'd be using:

Does this work with the Mac Desktop version?
I have downloaded the Mac Premier edition and it allows me to enter in multiple IT-203-F Schedule B forms but it still seems to require entering in Schedule A, as it seems to use the entry in line 1d for the New York State amount.
However, per the IT-203-F instructions (https://www.tax.ny.gov/pdf/current_forms/it/it203fi.pdf), restricted stock income requires filling and using the amounts in schedule B. The calculation must be made by Schedule B not Schedule A. Schedule A is mainly for income related to termination agreements per https://www.tax.ny.gov/pdf/memos/income/m10_9i.pdf
The IT-203 line 1 New York State amount should be the sum of all line 20 amounts from all IT-203-F Schedule B forms completed. The Schedule B information seems to be used nowhere and the application demands that something be put into Schedule A, which is not needed or wanted for restricted stock income.
At best I can sum up the totals in all Schedule B line 20 values and use that in Schedule A, or simply ignore these forms, fake a number for the allocation and manually edit the final NY return in forms mode to edit the NY source value, print out the forms, attach my hand-filled IT-203-F forms and mail in the NY return separately.
