PA wants to know if you have moved out of the state and this will be your final return. If this is your final return, mark yes. It is not common since most people filing a PA return live there and will file there again the next year.

Thank-you for trying to help with this question. However, I DO live in PA. I have lived & worked in PA since 1990. I have NEVER lived or worked in ANY other state since 1990. On the return, I NEVER mentioned one single other state for any reason because I have no reason to. I expect I WILL still be in PA next year. I have NEVER filed a return from any other state since 1990. Perhaps I am not understanding what they are asking but I still have no idea why it would not be common for me to give the responses I did. Can they be wrong?
Ohhhhhh. My apologies. I'm just starting to catch on to the grammar & sentence structure they used & in that case your answer is correct. I don't think highly of how they phrased it though. But I'm thinking now that your answer is correct. Many thanks!
I didn't know what they meant by "final return." I thought they meant like, for this year to us (PA). I only send in one return every year but what do I know about the rest of the bizarre system? 🙂 So I didn't understand what they were asking.
