The amount shown in 'Total State Tax Refunds Received' on your 2021 tax return should equal the total amount of state tax refunds that you received on your 2020 tax returns. You received those refunds in 2021 and - if circumstances are right - they can be taxable on your 2021 federal return.
If the amount shown on 'Total State Tax Refunds Received' does not equal what you received on your 2020 returns then it is possible that you received other payments besides what was indicated from your return for the prior year. TurboTax can only carry forward the amount that it has on your prior year return. It wouldn't know about any corrections or changes made by the state.
If you are certain that the software has produced an amount that is incorrect in that space you should be able to adjust it to the amount you actually received.

Thanks for the information. Because I changed the amount of the refund to the amount I received (along with changing the total payments to reflect the same number on the return), will I now have to amend my newly filed return?
No. If the amount that you entered was dramatically different than what should have been on there then the IRS will send you a notice requesting more information at which time you will submit an amended return. However, if the amount was not dramatically different then there will likely be no effect.
