I was a resident of Florida for 6 months and made 1099-Misc income. I then moved to VA where I earned W-2 income. VA wants me to report all income for the year. How do I ensure VA doesn't tax me for the income made in FL?

As a part-year resident of Virginia, you'll only pay taxes on money that you received while living in Virginia. In the federal section of your return, you will show that you are a resident of VA, and that you moved from FL and the date that you moved. In turn, you will create a nonresident return for Virginia.
As you continue with your VA return, since you have a 1099-MISC, you will see a screen: Your Business Location. Since this was income from Florida, select Out of State.
Keep going, and on the screen Part Year Allocation, you will see that since you entered that your business was out of state, none of the income is allocated to VA.

I made money in Florida for the first 4 months of 2019 on W-2. Then I moved to Virginia and made money in Virginia for the next 8 months on W-2. I got both W-2s.
While filing joint taxes with the spouse who was full time resident of Virginia, Virginia is claiming the whole income. What would be the recommendation here.

Generally, if you and your spouse are filing a joint federal return but you work in or are residents of different states, you need to file separate state returns.

I lived in va for 2 months before relocating with the company to florida. I have two w2's one from va for 13,000 and one from florida for 67,000. How do I file? And do i subtract the 13,00p from the 67,000.
No you don't have to subtract the $13,000 from the $67,000. You will have to file a residence return for Florida and a non resident for Virginia. By doing that you will avoid having your income you made in Florida taxed in Virginia.
