I did; The return says $97.

They are not questioning the $97.  But the 3,910 on line 31. Where did that come from?  Is it your withholding or an estimated payment you made?  Or is it a refund you applied from last year or you entered an extension payment you didn't make?

Turbotax calculated that amount; it may be for charitable contributions  I made- it was over $5,000 for the year.

A charity contribution wouldn't be a tax payment.   If you download your pdf with all the worksheets you might be able to find where it came from.

Why it says started and says something about forms and can't finish my state return

Many forms and schedules are not yet ready.  When the IRS/state has finalized the forms you need then you will be able to file.  Click Review to see what you have to wait for.  The IRS is not accepting returns until January 27, so there is no hurry to file now.  Filing now would not result in an early refund.
