Why is the South Carolina state tax I’m paying so high I only moved into South Carolina and this past December

Most likely you didn't use the part-year resident option where you only report for SC income earned while domiciled there (domicile - your intended permanent place of residence)

however, any income earned in SC while not residing there would also be taxed.

you need to use schedule NR

does the 5% penalty apply to total return/tax if filed after april 15th? And is 8/15 the cutoff where they penalize you the max 25% even though that's 4 months?
