State Tax Returns

I am trying to add a NY State Tax return because my wife worked part of the time in NY for 2021, but it keeps forcing me to pay $45 to efile the NY.  It doesn't look like it is charging me for my OH resident state taxes, but I don't want to pay to efile NY if I can just submit the paper form.  What is the best way to go about submitting my taxes for the year.  I definitely want to efile my federal and OH state, but I don't want to pay $45 just to do NY.

You can file a return to New York state by using the instructions in their 2021 instruction booklet.

They did remove a penalty for mailing tax returns.  TurboTax will provide instructions if you mail the return.
